If you have found a neighborhood cat that is not owned, look for a tipped ear indicating that the cat is neutered and return the cat to where it was found.
Ear-tipped cats are part of a Trap-Neuter-Return program and should not be removed from their colony unless injured or ill. If injured or ill, please seek veterinary care.If the cat is not neutered , please seek spay/neuter at your nearest low-cost clinic or at a Fix Houston spay-neuter event. The Feral Cat Assistance Program
The Feral Cat Assistance Program assists with feral cats in Trap-Neuter-Return whereby you trap the cats, we assist with getting them spayed and neutered, and you agree to return them to that same location, allowing them to live there as before. As a result, you will end up with the same cats, but they will not be able to reproduce and enlarge the colony.
At this time we are not able to provide trapping assistance. However, most people who participate in the program for the first time find the trapping process to be easier than they thought it would be.
Feral Cat Trap RentalsFCAP can loan you traps to assist in TNR efforts. There is no charge for traps as long as they are returned in the 10-day rental period. Thousands of feral cats are born into homelessness every year, often right in our own neighborhoods. Left unattended, feral cat colonies can grow out of control. Organizations like Alley Cat Allies and Friends For Life have long been proponents of TNR efforts. Friends For Life does this in Houston via the Fix Houston program a one of a kind public-private partnership in Houston that works to educate members of the community and focuses TNR efforts on the zip codes with the highest kill rates of community cats.
Alley Cat Allies put together the below information to help inform people about how the traditional method of catch and kill does not work, why it doesnt work, and the alternative that has proven effective for community cats, their neighbors, tax payers, and cities.
After hearing from animal control agencies and municipalities, TNR proponents have put together basic TNR guidelines to help those who are looking to implement a TNR program.
Situation : Cannot Reunite With Owners
If the animal youve found is not a part of a community cat colony and youve been unsuccessful in locating the owner, we have a lot of different ways to help you.
We do have a limited number of fosters and we always run at maximum capacity so that we can save as many animals as possible. If all of the Friends For Life foster homes are filled, we ask that you foster the animal youve found. You can find out more information about what fostering means by clicking here.
While we have a limited number of spaces in our program, there are other ways we can assist you in caring for your rescue.

Finding Your Lost Pet
The Houston SPCA has unowned animals in our care after being rescued by our 24/7 injured animal ambulance or found by a concerned citizen and brought to the Houston SPCA.
If you believe your lost pet is at the Houston SPCA, please visit us at our Rehoming Center, located at 900 Portway Drive, Houston, TX 77024 so that you can make a positive ID in person. You will need to bring proof of ownership such as veterinary records, photos, microchip information, etc. If you do not see your lost pet on our website, we encourage you to check other area shelters, especially the tax-funded, municipal animal control facilities, at least every other day. Many of the other cities in our region have individual animal control facilities.

Feral Cats
Feral cats live everywhere, including our community. They are not socialized to people, and often live together in colonies or family groups. Unless neutered and spayed, colonies grow rapidly. When colony numbers outpace available food sources, cats become underfed and sick, and kittens born to feral mothers die young. This creates a tragic circle that can be helped by getting cats spayed and neutered, even though they may never be adoptable.
Traditional Approaches
Traditional approaches to this problem do not work. They are costly, inhumane and endless. Having cats removed from an area creates a vacuum of available space and more cats move in or breed to fill the space. Relocating cats usually results in their death, as they do not know the area and may try to return to their previous homes. Killing feral cats outside of a veterinary or shelter setting is illegal and is animal cruelty. If you suspect someone of killing or hurting feral cats, report it to the Houston SPCA or Houston Humane Society.
Community Support
Houston Cares is addressing the feral cat population by doing TNR for colonies in and around the SW Houston Area. We are helping homeowners with TNR and doing TNR for larger colonies in public spaces. When possible, we pull adoptable kittens and friendly, adoptable strays into our adoption program. TNR volunteers are needed to help trap cats, take them to the vet, and monitor their recovery after surgery. Training is provided to interested volunteers.
Helping Our Neighbors Fix Their Pets
The issue: There are clinics offering low-cost surgeries, but many communities cant access them. Language, finances, trust in the system prevent a community-wide impact. In addition, the lack of coordinated, focused effort made it difficult to stabilize an area and measure results.
Our approach: We went into the most underserved neighborhoods and walked door to door. We talked to residents and offered free servicesincluding transport and trapping. House by house, surgery by surgery, colony by colony, and zip code by zip code. We tracked the results to measure our impact.
We called it Fix Houston.

How Does Tnr Work
TNR is when feral cats are trapped in humane traps, taken to the CAP for spay/neuter surgery, rabies vaccination, ear tip, and flea preventative, and then released where they were trapped after they recover for 24-48 hours after surgery. Ear tipping is the removal of a quarter inch off the top of the cats ear while the cat is anesthetized this is the universal symbol and only proven way to identify a feral cat that has been fixed.

Harris County Animal Services impounded 40 dogs and eight cats Friday from a house in the 600 block of Memorial Avenue. For more information, call the animal services of Houston, Texas.
Animal Services Director Gary Longan said the home was condemned by the Health Department and the animals belonging to the resident, Terri Slow As Sloth Woman, were taken to the county’s animal shelter. Harris County animal control says it will continue to help with domestic animal issues, but not with Texas wildlife problems.

The SPCA of Texas may accept dogs, cats, livestock and small mammals as surrendered pets as our space allows. Please see our Surrender/Rehome page for information and to schedule an appointment if space is available.
The SPCA of Texas does not euthanize animals due to time or lack of space. To give each animal the best chance at a happy life, the SPCA of Texas only accepts owner surrendered pets based on available space with reservations required. This means that surrendered animals will be taken in based on available space, by a reservation only that is made on a first-come, first-served basis.
The SPCA of Texas does not take in stray animals, except for those found within unincorporated Dallas County or in Ellis County, for surrender to increase the likelihood that the stray animal will be reunited with their owner. Individuals who have found a stay animal will be directed to the animal control agency closest to where the animal was found.
Due to space limitations, the SPCA of Texas is only able to accept animals that were originally adopted from the SPCA of Texas. Please visit our Rehome-Surrender page for more information.
Each reservation is scheduled 20 minutes apart so that all animals under six months can be assessed with health evaluations and all animals six months and older can be assessed with health and behavior evaluations while the owner waits.
