The law may say you own your cat, but a relationship with your cat is the thing that matters. A relationship of any kind is built on trust and respect. If you think your cat is asking you so very nicely for some distance, give it.
Requests For Food And Objects
Sometimes that outstretched paw can indicate a request for something and that something is often a treat. If Im eating something my cat thinks looks tasty, hell sometimes raise a paw or reach out towards the food to see how I respond. The answer is usually no, because I try to avoid feeding him from my plate. Once Im done, though, Ill often fetch him a small treat.
My cat will also reach out a paw to me if Im holding something thats interesting, such as an item that could be a toy. This happens sometimes when Im knitting. Im sure those wool balls look like great kitty toys. In this sort of situation, Ill fetch one of my cats own toys to distract him.
The outstretched paw is often an indication of where the cats attention is and what he wants. It can also be an attempt to catch your eye. A cat might stretch out a paw to get you to look at him; once he has your attention, hell let you know what hes after. Its a fairly polite way to get you to focus on the cat and to engage you without being too pushy about getting your attention.

Fugazza was working on this research with a Japanese dog trainer who also happens to own a pet shop and cat, named Ebisu. The cat, who is highly food motivated, liked to sneak into her owners dog-training classes at the shop for dog treats.

Again When Holding Him/her: To Prevent You From Giving Kisses If You Do And Your Cat Dislikes Them
I also found this reason listed online somewhere, and likely never wouldve thought of it until it was mentioned.
Our first cat, Avery, loves kisses. He understands theyre a form of affection, will never wince or run away when we kiss him, and will even rub his face on the edges of our glasses if were holding him and kissing him, and thus hes within reach of our specs.
That being said, our second cat, Bjorn, absolutely doesnt like being kissed most likely because he still hasnt grown used to them, as over the past few months, hes not recoiling like he used to to being kissed on the head.
He was also terrified of being eaten and would run and cry if you made om nom noises near his face.
Again hes getting used to this type of play, so sooner or later, were guessing hell be completely un-phased and not even budge at any of this, just like Avery. He nearly is already.
But in the meantime, if hes already being picked up, and he is not the biggest fan of kisses, I can see him wanting to keep Thomas face at a little distance in part to prevent the potential for kisses, which do happen quite often when cuddles are being delved out.
Hopefully, this wont be the case for long, and hell grow to see kisses as a form of human affection as Avery firmly does.

Most cats will not allow you to touch their paws. Attempts to touch the paws will usually be met with the cat:
- Hiding its paws, often by tucking them under its chest
- Getting up and moving away from you
- Hissing or batting at you, if the cat is more aggressive
While this isnt true for every cat , most will react adversely. Even well-socialized cats may dislike the touch and try to pull away if they can.
An exception is only found in cats that are hand-raised from a young age. If they are socialized to allow handling on all parts of their body, they may have no opinion about the contact. Its unlikely that any cat will actively enjoy humans touching its paws. At best, it will tolerate the contact.
Your Cat Is Testing You
This may come as a shock to some people, but cats do not trust their humans automatically. We have to earn their trust. In my personal experience, I have found this is easier with kittens than adult cats. When I have a cat that I have had since early in their life, they take to me and accept me pretty quickly. Its almost like having a child. Youve been such a big part of their life for so long; they dont know anything else but you.
Older cats are a different entity altogether. They have set habits and formed personalities. And if you adopted them from a shelter or rescue, you may not know their full background.
The cat could have come from an awful home environment and may not be so trusting of humans. It is our job to work to earn their trust. Placing their paws on your face without using claws first may be a way to test you. If your cat can leave their paws there and you dont attempt to do anything to him or her, they can begin to accept you. Make sure you pass the test!

I definitely think there could be something to this theory, although we may never know for sure.

While I dont think this is the end all be all to the story, I definitely think theres an element of stretching that plays a role in cat reaching out behaviour.
The reason I say this is because, when my cat Bjorn does this, his paw out is almost always accompanied by, or preceded by, a full body stretch.
The paw out is almost like an extension of that stretch, like hed do if he were scratching something.
Scratching is incredibly relaxing and thus a really positive behaviour for cats to engage in, so this definitely could be an element or maybe even the starting place for how this behaviour first started before it began to imply something more for your cat.
I know my Bjorn is the type to scratch on a post with one hand for a while, so maybe this made him more likely to engage in the paw out to humans behaviour?
